Under the direct supervision of
the Vice President, the Monitoring-Evaluation Unit works
towards the implementation of the strategic vision of the
Authority, by submitting a draft monitoring-evaluation
policy, guidelines and procedures. The Unit ensures the
management of the resources of the service, by formulating
work programmes and preparing budgets (work plans and
programmes comprise specific activities of monitoring-evaluation
and management of feedback/knowledge, as well as measures
aimed at improving monitoring-evaluation policies,
procedures, methodologies and measurement standards). It
conducts the implementation of the work programme by
preparing sectoral and departmental monitoring-evaluation
reports, as well as annual reports, including information
and follow-up of conclusions and recommendations.
In collaboration with the Unit
on Relations with other ECOWAS institutions, it ensures the
compliance of monitoring-evaluation practices of ECOWAS
institutions with international standards. It coordinates
monitoring activities, joint evaluations and results sharing
among the institutions.
The Monitoring-Evaluation Unit
maintains feedback and the promotion of knowledge management
while supporting the improvement of ECOWAS’ efficiency
through the introduction of methodological innovations, the
application of result-based management, the dissemination
and effective use of conclusions, lessons learnt and
recommendations of monitoring-evaluation. Finally, it
discharges any other duties entrusted by the Vice President
and Commissioners.
The Capacity Building Plan which
is akin to the search for more efficiency falls within the
scope of Monitoring-Evaluation. It aims at optimizing the
use of human resources through the transfer of knowledge and
know-how with the aim of sustainably achieving the
objectives assigned to ECOWAS and addressing the challenges
set by the Council of Ministers and the Authority of Heads
of State and Government with the assistance of technical and
financial partners.
The Management Information
System (MIS) logically falls too within monitoring-evaluation.
The MIS is an information and communication technology tool.
It could be described as a planned collection, processing,
storage and dissemination system of data necessary for the
efficient performance of management functions. Its
implementation is an integral part of the operationalisation
of the strategic vision 2020. The MIS involves all the
departments of ECOWAS, which will eventually benefit from
its implementation.
